We saw a little black dog, less than a year old, maybe a foot or less tall, as well as a little brown dog, perhaps just a few months older, caught out in this snowstorm, in Lowell, East Brown Rd. Both had collars, both seemed friendly, but skittish. We attempted to call your office, Tuesday at 11:57am, but the woman on the phone said that there's "no room for big dogs", I tried explaining that they weren't big dogs. Then she suggested that we go get them, and bring them to the shelter for them to scan their chips. I know people who've worked at animal shelters, and I know that telling an untrained and unprotected citizen to approach and "grab" dogs that they don't know, is unethical and horrible advice. That's not the advice you're supposed to give a caller, especially in regards to do
